Name: Tenpesuto-ōpuningu, "Tempest Opening"

Description: The player counters an opponents strike by simply letting it pass by up close allowing for the attack. The player drives an elbow to the windpipe of the opponent then follows up with a hard punch to the jaw. The player will immediately strike using their speed speed and deliver three hard blows to the midsection. They then use a swift leg sweep and launch five feet into the air before coming down on the opponent with their heel crushing again into the midsection/windpipe.

Declined Dynamic Entry is a canon jutsu you don't need to make a custom for it. If you need a canon jutsu ranked that is unranked you can post it here. http://www.narutonightrp.com/t535-unranked-jutsu-and-free Lukily this one is given a rank so you don't need to do that. To buy it just claim it in your update thread.

Keep in mind it'll at most give you a +1 advantage in speed and with the speed increase this need to be at minimum C-Rank.
Also Deriving jutsu means a previous jutsu it is based on. Since this is the first and unique you would put N/A
